MOSES TEIBOWEI was born on the 17th of April, 1964, and hails from Odi Community in Kolokuma/Opokuma Local Government Area of Bayelsa State.
He attended State School, Odi (1970-1976); Government Secondary School, Odi (1976-1981); and later acquired his Bachelor of Technology (Estate Management) from the Rivers State University of Science & Technology, Port Harcourt in 1987.
Shortly after his secondary education, he worked as an Auxiliary Teacher from the same secondary school he finished from – Government Secondary School, Odi, Kolokuma/Opokuma Local Government Area – between 1981 and 1983.
While in the University, young Teibowei had an industry attachment at the Rivers State Housing and Property Development Authority, Port Harcourt (1985-1986).
Upon graduation, he was posted to Kaduna State for his one-year mandatory National Youth Service in 1987 and served at the Diya, Fatimilehin & Co. Estate Surveyors and Valuers, Kaduna.
After the service year, he began a year-long professional career in Port Harcourt with a brief work experience at Sam Oduve & Partners, Estate Surveyors and Valuers, Port Harcourt (1988-1989).
He joined the services of the Rivers State Government as Assistant Stadium Manager, Rivers State Stadia Authority, Port Harcourt (1989-1996) and upon creation of Bayelsa State, he became Head, Bayelsa Stadia Authority, Yenagoa, for a period of two years (1996-1998) and then moved to the State Ministry of Lands and Housing in 2001 as Head of Lands Department, from where he became Director of Lands, Ministry of Lands and Housing, Yenagoa, Bayelsa State. In 2012, based on his excellence in civil service career and hard work, Teibowei, was appointed a Permanent Secretary, Ministry of Lands & Survey, Yenagoa, Bayelsa State (2012-2020). However, he voluntarily retired as permanent secretary in May 2020 after a meritorious service.
Shortly after his retirement, he was appointed in August 2020 to serve as Commissioner for Works and Infrastructure, Bayelsa State, under the Prosperity Administration of Governor Douye Diri’s first tenure.
Due to the way he excellently executed the people-oriented infrastructural policies and programmes of the Prosperity Government for the first term, he was re-appointed as Commissioner for Works and Infrastructure to serve in the second tenure of Governor Diri on the 29th of April 2024.
He is successfully steering the ship of the Bayelsa State Ministry of Works and Infrastructure carrying out people-centered projects of the Governor Diri-led government as mandated.

Teibowei is a thorough-bred professional and technocrat who has garnered so much field experience as an Estate Surveyor and Valuer, handling so many projects. Hence, his appointment as Commissioner for Works and Infrastructure has always been described as a square peg in a square hole, with praises on Governor Diri for making the right decision.
For his invaluable contribution to the growth of the profession, Teibowei became Associate Member, Nigerian Institution of Estate Surveyors and Valuers (ANIVS) in 1995, and Fellow, Nigerian Institution of Estate Surveyors and Valuers (2013). Between 2009 and 2013, he also served as a National Council Member of the Nigerian Institution of Estate Surveyors and Valuers; and from 2010 to 2013, Teibowei was a Board Member, Estate Surveyors and Valuers Registration Board of Nigeria. He has thus contributed to his profession in no small measure.
He has equally been a member and board chairman of many committees, one amongst the lot is Bayelsa United Football Club Management Team (Chairman) between 2006 and 2007.
Calm, open hearted, principled, a team player and a true professional, Teibowei, is a man of many parts and a man of ideas who has impacted many lives and cherishes worthy and good relationship.
He is happily married with children.
