Core Functions

The department is tasked with ensuring financial transparency and efficiency in all operations. Key functions of the department include:

• Annual Budget Preparation: Formulating and managing the Ministry’s yearly budget to ensure proper allocation of resources.
• Payment Voucher Processing: Ensuring the accurate processing of payment vouchers and related payments for the Ministry.
• Accounting Records Maintenance: Preparing and maintaining comprehensive accounting books and records to ensure financial accuracy.
• Timely Financial Reporting: Submitting timely and accurate periodical financial reports in compliance with regulations.
• Revenue Collection and Remittance: Ensuring the effective collection and remittance of all Ministry revenues.
• Cash Flow Management: Developing and overseeing the Ministry’s annual, quarterly, and monthly cash flow plans.
• Audit and Legislative Query Response: Addressing financial queries and observations raised by the internal audit, the Auditor General, and the Bayelsa State Legislative Assembly.
• Asset Register Maintenance: Managing and updating the Ministry’s asset register, both manually and electronically, to ensure accurate tracking of assets.
• Advisory Services: Providing expert financial guidance to the Honourable Commissioner, Permanent Secretary, and other Ministry departments.
• Training and Development: Facilitating training and professional development programs for finance, accounts, and budget staff to ensure high standards of financial management.
