Human Resources Management
The Human Resources Management Department is responsible for interpreting and implementing government policies related to personnel matters within the Bayelsa State Ministry of Works and Infrastructure. This department handles all aspects of managing ministry employees and staff.
Functions of the Human Resources Management Department
- Coordination of All Departments: Ensuring seamless collaboration and coordination across all departments within the ministry.
- Appointments, Promotions, and Discipline: Managing the appointment, promotion, and disciplinary actions of staff to maintain a productive and efficient workforce.
- Staff Training and Welfare: Providing training opportunities and ensuring the welfare of staff, fostering a supportive and development-focused environment.
- Maintenance of Personnel Records: Keeping accurate and up-to-date personnel records.
- Preparation of Nominal Rolls: Compiling and maintaining the ministry’s nominal rolls.
- Attendance Records: Monitoring and maintaining attendance records of staff.
- Posting, Transfer, and Secondment: Managing staff postings, transfers, and secondments to different roles or locations as needed.
- Staff Leave Management: Handling all matters related to staff leave, including approvals and records.
- Ad-hoc Duties: Performing any other duties as assigned from time to time.
- Servicing Official Vehicles: Overseeing the maintenance and servicing of all official vehicles.
- Facilitating Movement: Coordinating the movement of personnel, goods, and official vehicles within the ministry.
- Store Management: Managing the receipt, storage, and issuance of store items, conducting periodic inventory checks, and submitting quarterly reports to the Director (HRM).
- Training and Development: Overseeing staff training and development programs, both locally and internationally.
- Handling Leave, Claims, and Entitlements: Managing staff leave, claims, and entitlements efficiently.
- Office Accommodations: Acquiring and allocating office accommodations as needed.
- Pension Processing: Handling all matters related to staff pensions.
- Labor and Industrial Relations: Managing labor and industrial relations within the ministry.
- Promotion Examinations: Coordinating confirmation and promotion examinations for staff.
- Health Insurance Scheme: Overseeing activities related to the Bayelsa Health Insurance Scheme (BHIS).
- Identity Card Production: Managing the production of identity cards for staff.
